United Nations organ – Trusteeship Council
The Trusteeship Council is the principal organ of the United Nations. Chapter-13 of the Charter makes provisions related to the constitution, voting system, procedure and functions and powers of the Trusteeship Council in Article 86-91.
The Trusteeship Council is made up of the following members of the United Nations.
- Members administering trust territories
- Permanent members of the Security Council who do not administer the Trust Territories, and
- Members elected by the General Assembly for a term of 3 years. (It consists of electing such number of States as may be necessary to ensure that a certain number of the members of the Trusteeship Council include the members of the United Nations who administer the Trust Territories and the members of the United Nations who do not administer the Trust Territories be in equal numbers.
Each member of the Trusteeship Council nominates a specially qualified person to represent himself on the Council.
Each member of the Trusteeship Council has only one vote.
The trusteeship council is decided by a majority of the members present and voting.
The Trusteeship Council makes its own rules of procedure. The manner of election of the President is also decided by this.
The council conducts its meetings according to its rules, under which there is a provision for convening the meeting on the request of the majority of its members.
The Economic and Social Council in the Judicial Council and may take assistance from them as and when required on matters relating to specialized agencies.
The Council of Trustees shall, under the authority of the General Assembly, perform such functions as are conferred on it by Article 87 of the Charter—
(a) It may consider the reports submitted by the administrative authority. The report is prepared on the basis of a questionnaire of political, economic, social and educatiaonl progress of the residents of the Trust Territory prepared by the Trusteeship Council.
(b) It can admit petitions and examine them in consultation with the administrative officer.
The Council may arrange for periodic visits to the concerned Trust Territory at certain times along with the Administrative Authority.
In addition to the above functions, the Council can also perform functions in accordance with the terms of the trusteeship agreements.

11 territories were placed under the trusteeship council, all but the Pacific Island of Palau, all territories that either became independent or merged with neighboring states.
